Specialization with electronic laboratory reporting (ELR) and interface development
Position Description:
The Tennessee Department of Health (TDH) is currently recruiting a Programmer Analyst to assist in the coordination of communicable disease informatics related projects as a part of the Surveillance Systems and Informatics (SSI) Program within the Communicable and Environmental Disease and Emergency Preparedness (CEDEP) Division.
This position will serve as an ELR Specialist for the SSI Program. The epidemiologist will support REDCap (Research Electronic Data Capture), Electronic Lab Reporting (ELR), and other SSI informatics projects and initiatives. As a member of the SSI Program, this individual will get exposure and experience in the use and development of interoperability standards, like HL7, and will have the opportunity to work on a wide range of informatics projects including system integration.

Job duties will include:
· Complete ELR onboarding using HL7 2.5.1 standards
• · Provide input on and manage various production monitoring tasks including alerts, dashboard development and maintenance, and issue identification.
• · Complete investigation of ELR processing issues independently and identify proposed solutions.
• · Work collaboratively with Rhapsody developers to enhance existing routes or define new routes for ELR processing.
• · Assist with processing of laboratory data submitted via our alternate file format (i.e., flat file).
• · Coordinate routine and ad hoc management of standard interoperability vocabulary within the disease surveillance system.
• · Act as liaison to downstream users of ELR data within TDH and CEDEP.
• · Support other ELR maintenance tasks (e.g parallel validation, LOINC code assignments, and production errors).
Desired Qualifications:
• · Work experience with ELR onboarding and/or maintenance at a state or local health department, 1-3 years.
• · Work experience with Rhapsody or working to define specifications for Rhapsody developers, 1-3 years.
• · Experience writing statistical and analytical programming code in SAS,SQL, or R.
• · Excellent written and verbal communication skills.
• · Demonstrated ability to manage projects.
